Private Refugee Sponsorship & Resettlement

Application and settlement-plan support for eligible sponsors helping refugees resettle from abroad.

Overview

Private refugee sponsorship supports eligible refugees outside Canada through a Canadian sponsoring group. It differs from making a refugee claim inside Canada. The application must address both the refugee's circumstances and the sponsor's ability to provide the required support.

Routes include sponsorship through a Sponsorship Agreement Holder (SAH), eligible community sponsors or Groups of Five, and the Blended Visa Office-Referred (BVOR) program. Current IRCC guidance pauses new sponsor-referred applications from Groups of Five and community sponsors; these groups can currently pursue eligible BVOR sponsorships. SAH allocations and other intake conditions must also be checked before preparing a file.

We help assess the available route, organize the sponsorship and refugee application records, and prepare a practical settlement plan. Immigration application assistance does not make our firm a sponsoring group or a Sponsorship Agreement Holder, and cannot guarantee a sponsor, referral, or approval.

Who may consider this: Sponsoring organizations and groups in Canada, and refugees abroad exploring an eligible resettlement pathway.

Eligibility Considerations

  • An eligible sponsoring group and a route currently accepting the proposed application
  • A refugee abroad who meets the requirements of the applicable resettlement class
  • The required financial resources and a credible settlement-support plan
  • Compliance with any allocation, referral, recognition, or provincial requirements for the chosen route

How It Works

Step 01

Route & Intake Check

We first confirm the available sponsorship route and current intake restrictions.

Step 02

Sponsor & Refugee Review

We review the group's capacity alongside the refugee's circumstances and family history.

Step 03

Settlement Planning

We help organize a plan for housing, daily support, and access to community services.

Step 04

Application Preparation

The sponsorship undertaking and refugee application are checked for completeness and consistency.

Step 05

Processing & Arrival Preparation

We assist with application correspondence and help sponsors prepare for settlement responsibilities.

Documents You May Need

Document requirements vary by applicant and pathway — not every applicant needs every item below. We confirm your specific list during an assessment.

  • Sponsor eligibility, financial-capacity, and organizational records
  • Sponsorship undertaking and settlement plan
  • Refugee identity, family, and protection-history records
  • Recognition or referral documents where required, and translations

Common Issues to Watch For

These are presented to help you prepare, not to cause concern — most are avoidable with careful preparation.

  • Preparing a submission for an intake route that is paused or has no available allocation
  • A settlement plan that does not explain who will provide each form of support
  • Omitting family members or submitting inconsistent identity and relationship information

How We Help

  • Explain the available sponsorship routes and their current limits
  • Help sponsors document resources and settlement arrangements
  • Prepare a consistent sponsorship and refugee application package
  • Support responses to immigration requests without promising a resettlement outcome

Frequently Asked Questions

Can a new community sponsor or Group of Five submit any refugee case?+

No. New sponsor-referred intake is currently paused for these groups. Eligible BVOR sponsorship is a separate option; we check current IRCC instructions before recommending a route.

Will Swashray become my sponsor?+

Our service is immigration application assistance. A qualifying sponsoring group must be identified separately, and we do not promise to secure a sponsor or referral.

Is this the same as a refugee claim in Canada?+

No. This service concerns resettlement from abroad. Refugee claims in Canada follow a separate protection process.
